The Conference of the Portuguese Association for Information Systems (CAPSI) is a significant event in the academic and professional community of Information Systems in Portugal. Organized annually by APSI (Associação Portuguesa de Sistemas de Informação), this conference brings together researchers, academics, professionals, and experts to discuss the latest trends, technological advancements, and challenges in the field of Information Systems, promoting knowledge sharing and debate on best practices in the sector.
At the CAPSI edition where the topic “The Role of Data Professionals in Resilient Cities” was presented, there was an in-depth discussion about the growing importance of data professionals in building and maintaining resilient cities. The presentation highlighted how data and effective data management are crucial in helping cities face challenges such as climate change, rapid urbanization, and crisis management.
The talk focused on the central role of data professionals, including the emerging profile of the Open Data City Officer (OpenDCO), who facilitates the implementation of open data initiatives in cities. Examples were explored, showing how real-time data can be used to monitor critical infrastructures, predict energy consumption patterns, and promote more efficient resource management in urban areas. Moreover, the importance of system interoperability and collaboration between public, private, and academic entities was emphasized as a necessary condition for creating smart and sustainable cities.
CAPSI attendees had the opportunity to discuss the impact of open data on municipal governance, explore data governance models, and understand the ethical and security implications associated with using sensitive data in cities. The event stood out for fostering productive dialogue about how cities can adapt to future challenges, using data as a strategic tool to ensure long-term resilience and sustainability.
This topic was particularly relevant in the Portuguese context, given the growing number of open data initiatives in cities like Lisbon and Cascais, which are adopting innovative data management practices to improve the quality of life for their citizens and prepare for future challenges.
